Do you want bright or pastel?
Either way, get some leggings in a color you like, like magenta or pale pink. If you can’t find a color you like, buy white and dye them.
Then either buy silk type scarves or scraps of tulle or gauze. Make sure you have your colored leggings with you when you pick them out so they match.
Then use a hot glue gun or fabric glue to attach the gauze or scarves to the top of the leggings. Don’t glue them on flat and even though. Gather and wrinkle the fabric and glue it on in layers, like flower petals.
Add in a cute, solid colored top, either short sleeved, longsleeved, fitted, strapless, billowy. Whatever you like. Again, just make sure it will match.
Buy pre-made wings at a costume shop, or you can make your own. Using wire coat hangers (or wire you bought at the hardware store), create each wing seperately. First shape the outline of one wing,, then use it at a template to create the other side. Wrap them in gauze layers or cheap feather boas. Use hot glue to secure the covering to the wire. Then use some yarn or think string to sew the wings on to the back of the shirt.
Pick up a cute magic wand, do something funky to your hair, and add bright colorful make-up.
Have fun!

Ps. Add some ballet flats or color/paint cheap white canvas tennis shoes, and embellish your outfit and hair with cheap butterfly hair clips or small fake flowers. If you want a halo, you can twist some chenille stems(pipecleaners) together and make a ring big enough to fit your head. Get creative with it and have fun.
